Northampton council schedules fuller review after debate over $745,000 transfer to road work

Councilors asked for more time to unpack a dense FY2026 end-of-year transfer order after one member flagged a sharp increase in funds reallocated from personnel accounts into road improvements.

A councilor said the amount moved into road work has risen markedly over recent years — from about $170,000 in 2024 and $230,000 in 2025 to $745,000 in 2026 — and asked whether the city is shifting work to contractors. "All the open checkbook entries really seem to be dominated by All State Asphalt," the councilor said, noting that could indicate a change from in-house crews to vendor purchases.

Director Nardi described the transfers as a long-standing, annual balancing process that moves leftover funds and personnel reserves to cover departmental deficits and operational needs. She told the council she had increased one line by $4,500 to pay for vehicle repairs, alignment and alternate inspector coverage for the Building Inspector. "I've asked for that additional $4,500," Director Nardi said, and offered to return on July 15 with more detailed answers.

Several councilors said they preferred to treat the item as a first reading and to bring written questions to staff before the next meeting. Councilor Robbins asked for two readings because the order is "very dense" and deserves deeper review; other members suggested submitting questions in advance so staff could provide precise answers.

The council did not take a final vote on the transfer order at the special meeting; staff and several councilors agreed the item will appear on the July 15 agenda for fuller review and potential action.
