Scott County commissioners approve ordinances, contracts and equipment transfers; veterans advisory board created

The Scott County Board of Commissioners met June 3 and voted unanimously on a package of ordinances, contracts and operational requests, including a Right-of-Way permit fee ordinance and a Veterans Service Office Advisory Board.
The board approved Ordinance 2026-OR-04, which establishes a Right-of-Way Permit Fee Schedule and creates a Permit Fee Fund, and Ordinance 2026-OR-05, creating a County Veterans Service Office Advisory Board. Auditor Jennifer Rode Hamelman presented and the board approved a contract with Tax Management Associates to audit ineligible homestead deductions; under the contract TMA will receive 40% of recovered taxes, fees and penalties and $750 for any property the county elects not to pursue.
The board also approved a PTO purchase agreement for the Sheriff's Department; County Attorney Alex Zimmerman said he had reviewed the agreement and had spoken to the council's attorney but “cannot guarantee the Council will appropriate the funds.” The board authorized EMA to take a 2009 Ford F-150 from the Sheriff's Department for use by emergency management; EMA Director Will Lovins said upgrades and repairs to the vehicle are required and that he intends to transfer funds from the unused portion of the director salary line to cover those costs.
Lovins requested a call-simulation subscription to strengthen and train the county's 911 dispatchers, reporting a vendor quote of $5,000 and saying he would "only need to request $4,000 from Council." The board authorized the 911 department to purchase the simulation contingent on Council approval of the requested funds.
Routine business items — regular invoices, payroll for May 29, 2026, and the May 21, 2026 meeting minutes — were approved unanimously. Commissioners Ricardo Greg Prince (President), Randy Julian (Vice President) and Adam Bomar moved and seconded motions as recorded; all formal votes were 3-0 in favor.
