Carlisle council handles routine business, hears JEMS update and enters executive session on property matters

Mayor Randy Winkler opened the Carlisle City Council regular meeting at 7:02 p.m. on April 22, 2025. Council conducted roll call and unanimously approved a motion (moved by William Bicknell, seconded by Jason Faulkner) to excuse Councilmember Debbie Kemper due to vacation. The April 8 meeting minutes were approved on a motion by William Bicknell, seconded by Jason Faulkner, by roll-call vote.
During council reports, Councilmember William Bicknell provided a JEMS update: apparatus are being wrapped for a uniform appearance, the JEMS conference room is receiving frequent community use, and crew members have received public thanks and baked goods. Councilmembers also gave short remarks: Michael Kilpatrick advised residents it is too early to plant certain vegetables; Chris Stivers reminded drivers that traffic in both directions must stop for flashing school bus lights; Tim Humphries thanked JEMS for meeting-space use.
Mayor Winkler relayed that the city will host its first Food Truck Community Night on May 1 at Roscoe Roof Park with performances and sponsors The Gross Lumber Company and Phil's Auto and Tire. City Manager Chris Lohr said the new Central/Union traffic signal is currently flashing and is scheduled to switch to normal stop-and-go operation on May 1; he said staff will verify testing and sensor behavior after council questions about whether Central will remain primarily green and Union will be sensor-activated.
Later in the meeting, council voted unanimously to enter an executive session under ORC 121.22(G)(2) at 7:19 p.m. to consider the purchase or sale of property; council returned to open session at 7:42 p.m. with no action taken and then adjourned.
