Peosta — At its regular meeting the Peosta City Council approved a package of administrative resolutions and ordinances, including adoption of a zoning amendment, several budget and personnel measures, and a final acceptance of a park trail project.
Key actions approved by the council included:
- Setting a public hearing on garbage and recycling pickup times for June 24, 2025.
- Setting a public hearing on proposed amendments to Title 9, Chapter 91 (animal licensing and immunization sections) for June 24, 2025.
- Approving change order number one, final payment application number six, and final acceptance and release of claims for the Kelly Oaks Park Trail project (contractor/consultant referenced as MSA); staff clarified retainage and final paperwork before the motion carried.
- Adopting a revised employee handbook; Human Resources will distribute the clean version and a signature page to staff. Council confirmed that gender-identity protections remain aligned with state law.
- Approving resolutions setting salaries and wages for appointed officers and for part-time/seasonal/temporary employees for fiscal year 2026.
- Approving a package of FY25 year-end budgetary transfers. Council approved a verbal amendment to add roughly $9,000 related to the Kelly Oaks Trail final payout so a franchise-fee fund would not go negative.
- Approving a housekeeping resolution amending the distribution plan for general obligation corporate purpose bond series 2023A; staff reported about $40,000 of bond proceeds remain and must be used for essential purposes by the end of 2026.
- Conducting a second reading, suspending the rules to waive a third reading, and adopting Ordinance 2025-04 to amend the City of Peosta zoning code (fence regulations).
Most motions were made, seconded and recorded in the transcript as “motion carries,” with no full roll-call tallies printed in the record for each item. Council directed staff to finalize paperwork and to ensure required follow-up items are completed.
