Carlisle council votes to excuse Councilmember William Bicknell from July 8 meeting

Mayor Randy Winkler and the Carlisle City Council voted unanimously to excuse Councilmember William Bicknell from the council’s July 8, 2025 regular meeting, the body announced as it opened its session at 7:00 p.m. in Council Chambers at Carlisle City Hall.
The mayor asked the council to excuse Bicknell because he could not attend the meeting due to travel. Councilmember Michael Kilpatrick moved to excuse Bicknell; Councilmember Jason Faulkner seconded the motion. The clerk recorded affirmative roll-call votes from Kilpatrick, Faulkner, Tim Humphries, Debbie Kemper, Chris Stivers and Mayor Randy Winkler.
City Manager Chris Lohr, Clerk of Council Elayna Myers and Community Development Director Alaina Geres were noted as staff present. The clerk also read a disclaimer that several audience comments heard during the meeting were not part of the official minutes because of overlapping background noise; the meeting video is available from the Clerk of Council’s office for review.
The council announced that William Bicknell has been excused from tonight’s meeting.
