Polk City Council on Sept. 8 adopted amendments to Polk City—s economic development incentive policy that reorganize the policy text, add specific scoring criteria for developer applications and expand the staff review team to include the finance director and building official.
Chelsea (staff) presented a clean and a redline version of the proposed policy changes, told council she incorporated work-session feedback from August and said the policy now includes a scoring sheet intended to make review and recommendations more transparent. She proposed that the finance director and the building official participate in scoring applications to better evaluate financial and construction-related factors.
Councilmembers praised the clearer flow and thanked staff and stakeholders who contributed input during the work session. A motion to approve the resolution to adopt the amended policy was made, seconded and passed by roll call.
Implementation: Chelsea said the policy will remain a living document subject to periodic review; the next procedural steps are to finalize and publish the adopted policy and begin using the scoring sheet for future incentive requests.
