Shelby Planning Commission reviews Master Plan goals, approves April 15 minutes

The Village of Shelby Planning Commission convened on May 20, 2025, at 6:01 p.m. to review progress on the village Master Plan and set new priorities for the upcoming update. Chairperson Ross Field presided; commissioners Samantha Gottschalk, Paul Inglis, John Sutton and Tim Horton were present, along with Village Administrator Phil Morse and Clerk/Treasurer Crystal Budde.
Commissioners reviewed goals adopted in the 2020 Master Plan and noted that a number of those goals have been completed. During the Master Plan update discussion, staff and commissioners identified several potential new goals for the current update cycle, including programs to support historic home improvements, a review of property setback requirements, and addressing nonconforming properties in the village.
The commission handled routine business early in the meeting. Commissioner Paul Inglis moved to approve the minutes of the April 15, 2025 Planning Commission meeting “as corrected.” The motion was seconded by Tim Horton. A voice vote was taken and all were in favor; the motion carried. The minutes were noted as not official until approved at the next regularly scheduled Planning Commission meeting on June 17, 2025.
No public hearings were held and no public comment was recorded. There was no further substantive member discussion recorded beyond the Master Plan update items. The meeting adjourned at 7:32 p.m.
The commission’s review begins the process of drafting updated Master Plan language and potential next steps for staff to convert discussed goals into a formal draft; no formal amendments or votes on the Master Plan itself were recorded at this session.
