Councilors reviewed a proposed change to contracted solid-waste pickup start times after staff shared citizen-survey results and operational concerns. The survey recorded about 190 responses favoring the current start time and 88 respondents indicating they did not care; however council members and staff raised operational reasons to start earlier, chiefly to avoid midday congestion and reduce the need for an additional truck as the city grows.
Discussion focused on tradeoffs: earlier starts (6:00–6:30 a.m.) can decrease traffic-related delays and improve route efficiency but could affect residents, school zones and other contractors. Council members asked staff to coordinate with the contractor on routing, to avoid bus-stop conflicts, and to make start-time changes part of an amended contract when the existing agreement is renewed.
The council directed staff to schedule the change as an ordinance item, with a public hearing and up to three readings; if the process moves on the timeline discussed, implementation could begin on Aug. 1 after required notices and readings.
Next steps: staff will provide updated route maps and timing, draft ordinance language for readings and public hearing, and coordinate citizen notice ahead of any ordinance vote.
