West Bridgewater committee reviews TFM corrective actions and approves new physical-restraint procedures

District administrators briefed the School Committee April 7 on the results of a Tiered Focus Monitoring (TFM) on-site review (cycle B) and on a corrective-action plan the district submitted to state reviewers.
Presenters identified themselves as Marvel and Mrs. Jones and said the on-site review emphasized civil-rights criteria and included interviews, facility reviews and parent surveys. They reported the district received findings in several civil-rights areas and described a corrective-action plan addressing six areas, including revisions to student handbooks, the bullying-intervention and prevention plan, discipline and due-process language, curriculum-review documentation, and an institutional equity self-evaluation.
"We have six areas that we have to work on," one presenter said, and staff described steps taken to complete a root-cause analysis, revise handbook language and upload required documentation to the state reviewer. The presenters emphasized that the district had no special-education findings but needed to adjust civil-rights language and make materials more accessible to the public.
Restraint procedures: administrators asked the committee to approve a new set of physical-restraint procedures required by the corrective-action plan. The procedures (separate from the policy under review) detail de-escalation practices, alternatives to physical restraint, required training and reporting procedures including making reasonable efforts to notify a parent or guardian within 24 hours. The procedures also restate prohibitions consistent with state regulations (for example, medication or mechanical restraint where not permitted) and include a process for investigating complaints.
After brief discussion about sources used to draft the procedures (colleagues in other districts and the district's BCBA), a motion to accept the procedures was seconded and approved by voice vote. Committee members also voted to hold, revise, or resubmit related policies (including bullying and student-discipline policies) to ensure alignment with the corrective-action plan and state guidance.
The presenters said the corrective-action plan had been submitted on time and that several training and documentation steps remain in progress; the committee agreed to review revised policies in a future open meeting once the CAP items are integrated.
