The West Bridgewater School Building Committee spent much of its meeting debating whether to move forward with a smaller PreK–4 school or a larger PreK–6 configuration, with wastewater permitting, long-term costs and voter acceptance shaping the arguments.
At the meeting the project presenter reviewed schematic options and told the committee staff has scheduled soil and permitting conversations with the Board of Health and DPW to determine whether an on-site septic system or an off-site wastewater treatment plant would be required. The presenter said the team is moving forward under the working assumption that a septic system could work at the Rosel site but that testing and regulatory review are needed to confirm that.
Committee members said the choice affects both the project budget and future capital needs. "I think it's financially irresponsible to build a K24 when we're going to be reimbursed 55% of this and not shoot for the moon here," said Scott (Committee member), arguing that adding grades now could avoid a larger, more costly expansion or additional MSBA application later. Other members pushed back, saying higher upfront cost may reduce voter support and that MSBA reimbursement caps and eligibility rules limit feasible options.
Technical thresholds discussed included a total-population trigger (approximately 1,250 persons on site in the consultant materials) that could require a wastewater treatment plant rather than a local septic system, and low-per-person flow assumptions when showers are not present (discussed at roughly 8 gallons per person per day). Committee members and consultants noted the enrollment and staff counts used in those formulas remain to be finalized; consultants said the PSR team will return with clarified numbers after Board of Health input and site testing.
Members also weighed campus implications if Howard or Spring Street properties remain in the district mix. Some argued that retaining Howard for upper grades could let the district avoid a larger new building but acknowledged Howard's constrained site, spring/wetland constraints at Rosel, and Spring Street's deteriorated condition.
The committee did not adopt a final enrollment configuration. Staff said the PSR will include a recommended option for schematic design with budget numbers for the preferred alternative and that next steps include completing Board of Health/DPW testing, refining enrollment and staff counts, updating cost estimates (including worst‑case pump-and‑transfer numbers if off‑site treatment is required), and returning with a recommended preferred schematic for a later vote.
What happens next: the team will schedule and complete the site and soil testing and provide revised cost comparisons for PreK–4 and PreK–6 options in advance of the vote to select the preferred schematic to carry forward to MSBA.
