Sparta council unanimously approves bond steps, appointments, equipment purchases and payables

At its Jan. 20 meeting the Village of Sparta Council approved Resolutions 25-01 and 25-02 related to bonding, authorized staff to proceed with a bond sale pending acceptable bids, approved appointments and proposals, adopted Ordinance 25-01, and approved December payables totaling $282,940.97.
The Village of Sparta Council on Jan. 20 unanimously approved a package of resolutions, an ordinance, appointments and expenditures that the council said will move several village projects forward.
Councilman David Cumings moved to approve Resolution 25-01, a Notice of Intent to Bond CWSRF; Councilmember Courtney Mais supported the motion and it passed 7-0. The council then approved Resolution 25-02 authorizing the issuance of a general obligation bond related to the Village Complex after a motion from Mais and support from Brenda Braybrook; that motion also passed 7-0.
Councilmembers reached a consensus to authorize the Village Manager, President and Village Clerk to proceed with the bond sale provided bids fall within the previously discussed range. Council did not record a separate roll-call vote on that step; the action directed staff to move forward if bids meet the council’s parameters.
The council approved Resolution 25-03 appointing a Street Administrator (motion by Mais, supported by Tom Peoples, 7-0); approved a revised leaf machine purchase proposal (motion by Mais, supported by Robert Carlstrom, 7-0); and approved a proposal for Rouge River Park engineering, grant administration and oversight (motion by Mais, supported by Braybrook, 7-0).
The council also adopted Ordinance 25-01 to amend planning commission membership, appointment and terms after a motion from David Cumings, supported by Mais; that motion passed 7-0.
In administrative business, Village Manager James Lower provided updates on ongoing developments. The council approved December payables across funds totaling $282,940.97 (motion by Bill Taylor, supported by Courtney Mais, 7-0). Informational totals for other funds were listed as $174,364.32.
During communications the council recognized Officer Zach Bultsma as Officer of the Year and presented him with a commemorative plaque for his night shift duties. Councilman Tom Peoples announced his appointment to the County Fire Commission. The meeting adjourned at 7:55 PM.
What happens next: staff were authorized to proceed with the bond sale process if bids fall within the council’s discussed range; council will act on any formal financing documents or subsequent contract awards in future meetings.
