Springport council approves audit payment, wage increases, development agreement and moratorium

The Village of Springport Council on Nov. 14 approved several administrative and policy actions, including payment for the annual audit, wage adjustments for staff, a development agreement and a moratorium resolution.
President Gordon Webb called the meeting to order at 7:00 p.m. and Clerk Theresa Woolworth took roll. Council members present were Barnette, Bartley, Cavazos, C. Ward and A. Ward; Council member Severns was recorded absent.
In roll-call votes, the council authorized final payment to auditors Willis & Jurasek, P.C. for the audit books and records for the year ending Feb. 29, 2024. The motion was made by Council member C. Ward and seconded by Council member A. Ward; the vote recorded five ayes (C. Ward, A. Ward, Barnette, Cavazos and Webb), one nay (Bartley) and one absence (Severns), and the motion carried.
The council approved wage adjustments recommended by Manager Saylors — described on the record as increases of 2% and 3%. Council member Bartley moved the wage adjustment measure, seconded by Council member C. Ward. The vote was unanimous among members present (Bartley, C. Ward, Barnette, Cavazos, A. Ward and Webb); Severns was absent.
Council members also approved an agreement between the Village and Hernandez Development. Council member Bartley moved the agreement and Council member Barnette seconded; the motion carried on a unanimous roll-call vote among those present.
Finally, the council adopted Resolution 24-16 establishing a moratorium by motion of Council member Barnette, seconded by Council member C. Ward; the measure passed unanimously among members present. The transcript records a brief discussion of the village’s planned Christmas tree lighting but no formal action on the event. President Webb adjourned the meeting at 7:33 p.m.
