Clarks Board authorizes joint action on retail electric service with Polk County RPPD

The Clarks Village Board of Trustees voted unanimously May 13 to adopt Resolution 2026-0513.1, a joint measure authorizing the village attorney to pursue a collective approach to retail electric service arrangements with Polk County Rural Public Power District and neighboring municipalities.

The resolution, which the board approved on a motion by Trustee James Parsons and a second from Trustee Dyrek Zoucha, directs the village attorney to engage in continued communications and negotiations with Polk County RPPD and to prepare and, if needed, issue a collective Request for Proposals for retail electric service arrangements. Chairman Donn Glynn presided over the vote; the roll call recorded Ayes from Langley, Glynn, Zoucha, Parsons and Parker (5-0).

The measure was presented as a coordinated effort with the Village of Shelby, the Village of Silver Creek and the City of Osceola. According to the resolution language included in the packet, the shared process could include continued negotiation with Polk County RPPD or the preparation of a collective RFP to solicit alternative retail service options.

Supporters at the meeting framed the step as a procedural authorization to allow legal counsel to explore options on behalf of the communities; no vendor selection or service change was decided at the meeting. The next steps are legal review and whatever negotiation or RFP process the attorney recommends; the resolution does not itself change service providers.

The board conducted the vote during its regular session at Village Hall and recorded the action in the minutes; the board adjourned at 9:28 p.m.
