United Way official tells Frederick County commission 33% of households are ALICE; many residents with disabilities face housing and income strain

Landon Lombardo of United Way presented ALICE (Asset Limited, Income Constrained, Employed) findings to the Frederick County Commission on Disabilities on Jan. 12, saying 33% of the county’s 107,332 households meet the ALICE definition and that, statewide, of 665,840 people with disabilities 34% fall below the ALICE threshold.
Lombardo outlined locally determined ALICE survival budgets and disability-specific housing pressures: a single person needs $49,380 a year and a family of four needs $111,588 to cover essentials in Frederick County, he said. He reported that within the county’s disability population 63% are rent-burdened, 45% are mortgage-burdened, and 16% receive Social Security Disability Insurance (SSDI). These figures were presented by United Way staff as part of the organization’s county briefing.
To address access barriers Lombardo described United Way programs that pair Chromebooks with low-cost internet service (Comcast Essentials), a 'Pathway to Home Ownership' matched savings program, ride-share supports and free tax-preparation services. He framed these services as ways to reduce the day-to-day financial pressure on households who are employed but have limited assets.
Commission members asked procedural and outreach questions following the presentation; the commission did not take formal action on the data or on specific policy changes at the meeting.
