St. Clair County seeks federal BUILD planning dollars for US 411, wins Safe Streets funding

St. Clair County officials said they will press a renewed federal grant push for improvements on U.S. Highway 411 and move short-term safety projects forward after recent grant successes.
Candace Heil, the county’s grants coordinator, told commissioners the county will resubmit a BUILD grant application for the US 411 corridor and has budgeted to produce a benefit‑cost analysis to support the application. "Our hope is that it aligns with our appropriations visit that we usually go on to Washington, D.C., and we're working with Senator Britt's office to hopefully get her to usher it into the U.S. DOT," Heil said.
Heil said the county has applied for roughly $20 million in grants over the past year and received about 39% of requested funds. She also reported a $54,000 award under the Safe Streets for All program, totaling $630,000 when matched, and said part of that money will finish the county’s regional action plan and underwrite temporary safety measures such as striping or limited paving.
Heil said the county expects an Innovate Alabama funding decision on Feb. 9 and will present public input sessions tied to an economic development strategic plan at an EDC partnership breakfast on Feb. 19. She added the county authorized a $25,000 contract to develop the BUILD benefit‑cost analysis and planned an appropriations trip to Washington, D.C., Feb. 9–11 to advocate for the application.
Next steps: staff will complete the benefit‑cost analysis and carry the BUILD resubmission and Safe Streets implementation planning through the transportation improvement plan process and the county’s DC appropriations visit.
