• Approve agenda: MOVED by Link, supported by Fleszar; motion carried (agenda amended to combine Tom Reif presentation and public hearing items).
• Approve minutes (Jan. 13, 2025): MOVED by Fleszar, supported by Link; motion carried.
• Pay February invoices: MOVED by Fleszar, supported by Lincoln. Roll call YEAS: Fleszar, Niernberg, Lincoln, Spencer, Link, King; NAYS: none; ABSENT: Myers. Motion carried.
• Enter public hearing — Retail Cannabis Sales within City Limits: MOVED by Fleszar, supported by Spencer; council entered the public hearing at 6:12 p.m.; hearing closed at 6:25 p.m. (MOVED by Fleszar, supported by Spencer).
• Sidewalk brush repair and replacement: MOVED by Link, supported by Lincoln to repair the existing sidewalk brush and purchase a new brush for $3,500. Roll call YEAS: Link, Spencer, Lincoln, Niernberg, Fleszar, King; NAYS: none; ABSENT: Myers. Motion carried.
• Purchase replacement VFD for Water Treatment Plant: MOVED by Link, supported by Fleszar to purchase one VFD for approximately $15,000. Roll call YEAS: Spencer, Link, Fleszar, Lincoln, Niernberg, King; NAYS: none; ABSENT: Myers. Motion carried. Council also instructed staff to pursue Tribal 2% grant funding for surge protection.
• Enter/Exit closed session — Personnel: MOVED by Spencer, supported by Lincoln to go into closed session at 7:11 p.m.; MOVED by Fleszar, supported by Link to leave closed session at 7:26 p.m.
