St. Louis Board of Education re-elects Carrie Salladay as president; approves 2026 officers, committees and fiscal authorizations

The St. Louis Board of Education held its organizational meeting on Monday, Jan. 19, 2026, and re-elected Carrie Salladay as president for the coming year. The board also elected Kelly Bebow as vice-president, William Bosquez as secretary and John Pavlik as treasurer during roll-call votes recorded at the meeting.
The temporary chair, Superintendent Jennifer McKittrick, opened nominations for board officers. Steve Brimmer nominated Carrie Salladay for president, with Kelly Bebow seconding the nomination; the roll-call vote recorded five ayes and Salladay abstaining, with Member Carla Trevino absent. After the result was announced, McKittrick turned the meeting over to President Salladay.
Steven Brimmer nominated Kelly Bebow for vice-president, seconded by William Bosquez; Bebow was elected in a roll-call vote that recorded Bebow abstaining and five ayes. Kelly Bebow nominated William Bosboz [sic: Bosquez] for secretary (seconded by Chad Clark); Bosquez was elected with one abstention and five ayes. William Bosquez nominated John Pavlik for treasurer (seconded by Steven Brimmer); Pavlik was elected with one abstention and five ayes. (Carla Trevino was recorded absent for these votes.)
The board approved its 2026 committee and representative assignments, designating the Finance Committee (Kelly Bebow, William Bosquez, Carrie Salladay), Facilities Committee (Chad Clark, John Pavlik, Carla Trevino), Grievance Committee (Carrie Salladay, Steven Brimmer), MASB representative John Pavlik and RESD representative Steven Brimmer.
Board members voted to extend legal services with Thrun Law Firm and with Clark Hill for 2026 and to continue using Roslund, Prestage & Company, P.C. to conduct audits for the 2025–2026 and 2026–2027 school years. The board retained the current schedule of regular monthly meetings (third Monday at 7:00 p.m. in the High School Media Center) and kept meeting compensation at $25 per meeting for up to 52 meetings in 2026.
Commercial Bank was designated as the depository for district funds, including the General Fund, listed Debt Funds (2021, 2021R), Food Service Fund, Activity Fund and capital accounts. The board approved detailed signature authorizations for checks and transactions across accounts and confirmed which officers and staff are authorized to sign outside contracts, agreements and purchase orders.
The board maintained existing custody and recordkeeping responsibilities for the treasurer and secretary and added the Business Manager to custody and care of district monies, bookkeeping, interest accounting and payout duties. The Superintendent and Business Manager were designated Electronic Transfer Officers in accordance with district policy. The board also reconfirmed its CIPA, Internet Safety and Technology Acceptable Use Policies.
