He described options to extend pipe life with concrete in bottoms of some culverts and noted the base crew is handling storm‑damage repairs.
Alabama Power pole project and intersection work
Commissioners and staff reviewed a large Alabama Power transmission‑pole installation project on Sandy Road tied to new subdivisions and identified one difficult pole location. The county recommended engaging an engineering consulting firm to study the Sy Road/Argo‑Margaret intersection, collect traffic counts and design turn‑lane or alignment changes so the power project and roadway improvements can be coordinated.
BUILD grant and GIS
Staff reported a BUILD grant submittal to fund preliminary engineering along SR‑411 for a multi‑phase corridor plan. The application (deadline: the coming Tuesday) would fund environmental work and planning for a roughly $25M eventual construction program; the initial funding request was presented as approximately $5M. Daly also proposed professional services with Esri to add linear referencing and training for the county GIS to help with asset management and federal reporting; the estimate for the Esri services package was $32,762 and staff said funds could be shifted within the budget to cover it.
Next steps: The commission instructed staff to prepare bid scopes for the engineering study at the Sandy Road intersection and to finalize the BUILD grant application materials for submission.
