Hertford council approves $1,500 sponsorship for Juneteenth observance

On April 25, 2022, the Council of the Town of Hertford voted unanimously, 5-0, to provide $1,500 from the governing body in-kind donation line item to sponsor a Juneteenth Celebrating Freedom event planned for June 18.
Councilwoman Connie Brothers, who presented the request, said the event will begin “at Hyde Park in front of the Color Soldier Monument with a reenactment of the Freedom Walk which will end at Central Park where the mainstage will be and the activities will take place.” The program she outlined includes storytelling, historical reenactments, live music and a children’s activity zone; Brothers provided an itemized budget and noted the Perquimans Art League donated $1,000 toward the appearance of the NC Association of Black Storytellers.
Mayor Pro Tem Ashley Hodges moved to approve the $1,500 request; Councilman Jerry Mimlitsch seconded the motion, which passed by voice vote with all five members in favor. The council’s action directs staff to fund the event from the governing body in-kind donation line item.
Attachments submitted with the request list specific line items and vendor estimates: storytelling and drumming by the NC Association of Black Storytellers (Beverly Burnette, president) and a historical reenactor (listed in the request as Jackie Ruffin‑Pitman / Jackie Pittman), a 30‑minute set by The Band Ryder (estimated $200), a DJ ($300), banners and coroplast signs (an estimate from Hertford Printing & Signs shows $498.52), and other event costs. The submitted, itemized request lists total sponsorship needs of $1,500 and shows a $1,000 donation from the Perquimans Art League earmarked for the storytellers.
Council members did not raise objections to the sponsorship during the work session. Councilwoman Sandra Anderson and other members described upcoming community training and market events but did not contest the Juneteenth funding. The council plans to include the Juneteenth event on its calendar and to coordinate logistics with event organizers and vendors.
The approval was procedural and took place during a work session; there was no recorded amendment to the requested amount and no additional conditions recorded in the meeting minutes.
