Sparta secures $11 million CWSRF loan for sewer plant after Old Orchard opts out

Village Manager Jim Lower updated the Sparta Village Council on the sewer plant project at the Sept. 9 meeting, saying Sparta was one of 16 entities selected for Clean Water State Revolving Fund (CWSRF) funding. Lower said the Utilities Committee learned the village was initially approved for a $19 million loan at 2% interest over 30 years but that, because Old Orchard declined to participate in the sewer project, the loan amount will be reduced to roughly $11 million.
Lower said Old Orchard will remain in Sparta but will not be part of the sewer project; he did not provide further details about the revised project scope or timetable during the meeting. The council received no public comment on this update during the meeting.
Also in communications, DDA Director Liz Morse reported the Downtown Development Authority will produce seasonal banners sized to fit downtown light poles after efforts to use Consumers Energy poles proved unsuccessful. Morse said the banner program will be funded through grants and donations rather than DDA operating funds and that banners will rotate seasonally across the central business district.
Council took no formal action related to the sewer update during the meeting; the item was informational and will proceed through project planning and financing steps as staff and the Utilities Committee finalize scope and loan documents.
