Sparta council approves commercial redevelopment tax credit for Greystone 616, several resolutions, contract awards and equipment purchase

The Village of Sparta Council on Sept. 9 approved a commercial redevelopment certificate for Greystone 616 LLC, authorizing a temporary tax abatement tied to about $250,000 in planned building rehabilitation at 390 E. Division St. Village Manager Jim Lower said the investment would create office space at the front of the building with roughly 8,000 square feet of warehouse space in back and that the commercial rehabilitation credit would abate 100% of the Village, township and county taxes on the taxable portion of the investment for up to 10 years.
The certificate was considered after a public hearing at which owners Andrea and Travis Grey were present to answer council questions. After discussion, Councilmember Brenda Braybrook moved to approve Res. 24‑22 and the motion passed unanimously.
The council also approved two additional resolutions. By unanimous votes the body designated Sept. 20 as POW/MIA Recognition Day at the request of the Michael J. Bost Chapter 18 of the Vietnam Veterans of America (Res. 24‑23) and approved Amendment No. 42 to the Grand Valley Metro Council articles of incorporation to permit Blendon Township to join (Res. 24‑24). Each motion to adopt the resolutions was made and approved without recorded dissent.
Airport Manager Mike Krzciok told the council that an MDOT inspection identified several trees obstructing the airport approach path; federal grant assurances require obstruction mitigation. Staff trimmed trees on airport property but several obstructions are on private parcels. After soliciting quotes, staff recommended Alpine Tree Service to coordinate trimming or removal with property owners. The council awarded the contract to Alpine Tree Service in a not‑to‑exceed amount of $19,250.
Village Manager Jim Lower reported that Finance Director David Carpenter identified a lightly used Wacker Neuson unit for sale in Coopersville that could serve for sidewalk plowing, snow blowing and other seasonal uses. Lower said that if the Village purchases the machine it would then sell its Kubota. Council authorized the manager to spend up to $45,000 to acquire the Wacker Neuson unit; the motion passed unanimously.
Councilmembers approved payables for August, listing fund totals across general, street, sewer and water funds and authorizing payment of $271,372.86. The motion to pay the bills was made by Tom Peoples and seconded by Robert Carlstrom and was recorded as approved.
The council began the meeting at 7:00 p.m. and adjourned at 8:01 p.m.
