The St. Clair County Commission met in Pell City on March 24, 2026, and unanimously approved a package of personnel, contracts and facilities actions intended to support county operations and public‑safety functions. Key votes included authorization to let bids for a SWAT storage building, creation of a part‑time temporary GIS position, renewal and new contracts for public‑safety advertising and website accessibility work, and several equipment and facilities expenditures.
Administrator Tina Morgan presented a $1,500 appropriation request from the City of Springville to fund equipment and supplies for the first annual St. Clair Jr. Fire Academy; the commission approved the appropriation and directed that a letter be added to the minutes as Attachment #1. Revenue Commissioner Ken Crowe told the commission the City of Margaret will receive a $7,568.90 reimbursement for P25 radios under County Resolution 2024‑18.
Sheriff Billy Murray asked the commission to let bids for a SWAT storage building on the road department campus to secure SWAT assets; the commission approved that request. The commission also approved a one‑year renewal of a Most Wanted public‑safety marketing contract with Brooks Jeffrey Marketing Inc. for $2,995 and authorized a copier purchase from RJ Young for the Pell City Sheriff’s Office at $12,696.70 plus a $9 monthly service plan. Separately, the commission approved a proposed contract to allow the Sheriff to receive one‑half ($14) of the $28 reimbursement the county receives from the Alabama Department of Corrections, pending County Attorney review, and noted the contract will be appended to the minutes.
The commission approved a prorated $21,439.50 CivicPlus contract to implement ADA Title II web and mobile application accessibility improvements; the item will require a budget amendment. Revenue Commissioner Ken Crowe also secured approval for a $300‑per‑year service agreement with RJ Young for the county’s new HP DesignJet Z6 mapping plotter (plus tiered per‑square‑foot costs for line drawing/density).
On personnel, the commission rescinded a prior recommendation to hire Kelli Arrington for the AP/AR Commission Clerk role after she declined the offer and then approved Administrator Tina Morgan’s recommendation to hire Angela Spelce for that vacant AP/AR position.
Facilities work approved included a $7,650 in‑house carpet purchase for the county building (the former News Aegis building in Pell City) planned to house Alabama Law Enforcement Agency (ALEA) services to improve citizen access; the commission also approved hiring an electrician to prepare bid specifications for replacement or installation of generators for Central Dispatch and for the Coroner’s Office cooler. Asset Manager Ashley Hay’s recommendation to contract Southern Cleaning Service, Inc. to clean restrooms periodically at the Event Center, Arena and Canoe Creek Boat Launch for $550 was also approved.
The commission approved routine travel requests, reappointed three members to the St. Clair County Historic Development Commission, and authorized payment of the monthly bills except for any invoices specifically questioned prior to close of business. The meeting adjourned at about 10:06 a.m.
The actions recorded were unanimous votes unless otherwise noted; several items require subsequent budget amendments or County Attorney review before contracts take effect.
