Union City council approves stormwater repairs, awards park trail contract and adopts broadband resolution

Union City Borough Council on July 23 unanimously approved several measures to address immediate infrastructure needs and move forward on planning and transparency efforts.
Council voted to accept Mansfield’s $5,000 quote to repair and reconnect pipe at a sinkhole in Municipal Lot No. 1, with the borough providing pipe and fittings at an estimated additional borough cost of $5,000. Councilor James Kerns moved the motion; Councilor Steadman seconded it and the motion carried unanimously.
The council also awarded the Devereaux Park/French Creek Trail construction contract to Vavala Concrete, the low bidder at $84,774. Councilor Osborn moved the award; Councilor Steadman seconded and the motion carried unanimously.
Solicitor Wachter’s recommended update clarifying how anonymous Right-to-Know requests are handled was approved by motion (Osborn/Steadman). Council also adopted a resolution authorizing an application to the Pennsylvania Broadband Development Authority for Broadband Ready Community designation and appointed the Erie Area Council of Governments as the borough’s municipal broadband champion; councilors voted unanimously on the measure (motion by Councilor Kerns, seconded by Councilor Winkler). The minutes note that a public meeting on broadband earlier that evening had no public attendees.
The street supervisor reported ongoing investigation into a sinkhole and storm sewer issues, including placing dye in a storm drain near Hogan’s Alley and arranging camera inspections toward the Salvation Army to trace where storm lines connect to sanitary lines. Barnstorming repairs and the award of the park project are intended to address both immediate safety concerns and longer-term recreational improvements.
Other procedural items carried on the consent agenda: approval of the July 9 minutes, acceptance of the secretary’s report and authorization to pay unpaid bills. Council adjourned at 6:38 p.m.; an executive session on personnel and contracts followed with no action taken.
The borough manager noted a withdrawn USDA grant application due to lack of funding and announced a July 30 meeting on health insurance options; council also discussed potentially changing regular meeting days for the fall/winter schedule pending solicitor availability.
