Council members tabled a proposed contract to bring independent enforcement officers into the town until staff can complete a road-ownership inventory and map. Staff explained Mustang will place compliance officers on private roads it controls, but the town’s contract should only cover public streets where the town holds jurisdiction.
The council asked staff and engineering to assemble a GIS map listing mileage, ownership and responsible maintenance entity for each road segment (public town roads, HLD1-maintained roads, county-maintained roads and private roads). Thomas agreed to coordinate the inventory with Dennis and public-works staff; council members asked that the map be available for the June 30 special meeting so the enforcement contract could be finalized with accurate scope boundaries.
Councilors noted legal and operational complexities where roads appear dedicated on plats but have maintenance agreements or turnover conditions pending; they also raised the need to confirm how class C road funds and responsibilities intersect with the enforcement scope. The council voted to table the contract and authorized staff to return with the road inventory and a revised agreement.
