Town adopts regional hazard mitigation and climate adaptation plan to keep FEMA funding eligibility

The Newington Town Council unanimously adopted the Capitol Region Hazard Mitigation and Climate Adaptation Plan update for 2024–2029, a document staff said will preserve the town’s eligibility for federal mitigation funding.
Council read and approved a resolution noting Newington’s exposure to hazards including flooding, extreme heat, severe storms, drought and dam failures and directing responsible officials to pursue implementation of the plan’s recommended actions. The plan was developed through the Capitol Region Council of Governments with public input and has conditional approval from the Federal Emergency Management Agency, staff said.
Adoption does not itself obligate specific spending; instead it sets a framework for hazard mitigation projects and annual reporting on implementation progress, the resolution says. The motion to adopt passed by roll call with no votes opposed and Councilor Tinaka recorded as absent.
