Mr. and Mrs. Callahan testified they are replacing a roughly 20‑year‑old cedar fence that is deteriorating and requested the taller fence for privacy because the road and adjacent grade are higher than their backyard by an estimated three to four feet; they also noted frequent dog barking against the current fence. The petitioners offered photographs as exhibits to show existing conditions and line‑of‑sight distances.
The hearing officer asked about traffic visibility; petitioners testified the fence begins about 100 feet back from the roadway and that county and township highway staff raised no line‑of‑sight objections. The officer noted a letter from Downers Grove indicating the requested relief does not precisely comply with that municipality’s ordinance but said the letter did not raise specific safety or sight‑distance concerns and that it did not appear to be a formal objection. No audience members testified against the Callahan petition.
The hearing officer closed the record and said he would present his recommendation at the July 1 session for transmittal to the county development committee and the county board; building permits could be processed after the committee and board steps if the recommendation is adopted.
