Board awards substitute management contract despite concerns about fingerprinting fees

The New Milford Board of Education voted unanimously July 16 to award RFP E-2324-009 for substitute management services.
Mr. Brian McCauley asked whether using ESS is more effective than managing substitutes in-house. "ESS has capabilities to offer incentives that the district cannot and with ESS the district has a dedicated representative," Mrs. Teresa Kavanagh, Director of Human Services, said, adding that bringing the program in-house would require hiring a full‑time position.
Mr. Anthony Giovannone, Director of Fiscal Services and Operations, said the district issued the RFP because the current contract had expired and had been extended; two vendors submitted bids and the recommendation would be based on pricing and a scoring system.
Board member Tammy McInerney raised a concern about costs for substitute applicants, saying incoming substitutes "have to pay out of pocket, over $100, for fingerprinting and the completion of required background check paperwork. It equates to a full day's substitute wage," and asked if district policy or vendor practice could address that fee. Mrs. Kavanagh suggested discussing the matter offline and confirmed that substitute pay rates are increasing.
Mr. Dean Barile moved to approve the bid award for RFP E-2324-009; Mr. Tom O'Brien seconded. The motion passed unanimously. The minutes do not record a vendor name in the motion text; the award was recorded as the Board approving the bid award for substitute management services.
