Jeff Kolb, director of Butler/Grundy Economic Development, told the Beaman City Council on July 9 that Peoples Savings Bank of Wellsburg has agreed to finance a Homes for Iowa project in Beaman and that the Butler/Grundy Development Corporation and the bank will manage it.
The council approved forming an advisory committee to oversee day-to-day decisions and subcontractor selection; the committee will include two council members, two development board members and one representative from INRCOG. Council members Barry Brockman and Brandon Schleisman were appointed as the council’s two appointees.
On a motion by Council member Barry Brockman, seconded by Council member Brandon Schleisman, the council agreed to deed city-owned property at 209 Wadeloup to the Butler/Grundy County Development Board contingent on a development agreement to be drafted by city attorney Heather Pendergast. The minutes record the motion and condition but do not supply a complete vote tally on the line where the motion is recorded.
The council packet identified the financing commitment from Peoples Savings Bank and the proposed governance structure for the project; the council’s action authorizes transfer of the parcel only once a formal development agreement is in place. No timeline or detailed budget for construction, subsidy levels or homeowner eligibility criteria was included in the minutes.
