Saline County board adopts 2025–26 budget, approves bridge grant interlocals and fund transfers

The Saline County Board of Commissioners adopted the 2025–2026 budget and set the county’s property tax request during its Sept. 16 meeting in Wilber. Chairperson Stephanie A. Krivohlavek led the session, which convened immediately after a public budget hearing and where four commissioners voted in favor and one was absent.
The board approved Resolution #2025-079 to set the property tax request and Resolution #2025-080 adopting and appropriating the county budget for 2025–2026. The transcript records the board’s approval votes but does not state the dollar amount of the property tax request.
Commissioners also approved two transfers from the Inheritance Fund. Resolution #2025-077 moves $54,000 to the Road & Bridge Fund to support county road work; Resolution #2025-078 transfers $2,600 to the Juvenile Services Aid Program Fund, with the transcript noting the latter will be reimbursed "when funds are available." Both transfers were approved unanimously by the four commissioners present (Hardenburger absent).
On infrastructure matters, the board closed bidding for road and bridge projects and opened bids from five contractors: Collins Contracting Co. Inc., Gus Construction Company Inc., JJK Construction LLC, Van Kirk Brothers Contracting and Vogt Enterprises Inc. Chair Krivohlavek said the Highway Superintendent will make a recommendation at the next commissioners’ meeting. The board also approved a letter of support for the Bridge Investment Program and authorized interlocal agreements with Frontier, Dakota, Wayne and Hall counties to pursue the Bridge Investment Program/HUB grant.
The meeting included routine approvals of August fee reports: County Clerk fees of $15,979.50, Sheriff fees of $2,757.35 and Clerk of the District Court fees of $38,279.45. The board approved a package of vendor claims and payroll items as presented; notable entries in the claims list included JJK Construction ($112,484.61), Beatrice Concrete (gravel) ($54,921.99) and payroll/payroll taxes via iSolved ($280,006.67).
Other actions taken included approving a representation letter with the law firm Blobaum & Busboom, P.C., and discontinuing an account with IONOS Inc. Scott Davis, the county Veterans Service Officer, presented Michael Wittmuss as Veteran of the Month during the business-for-action portion of the meeting.
All motions recorded in the transcript passed with four ayes and one absence (Commissioner Phil Hardenburger). The board recessed at 10:15 a.m., reconvened at 10:47 a.m., and adjourned at 11:21 a.m. The board’s clerk certified the minutes on Sept. 30, 2025. The next regular meeting is scheduled for Sept. 30, 2025, at 9:30 a.m. in the Saline County Commissioners’ Room at the courthouse in Wilber.
