District Management Group (DMG) outlined a five-month strategic visioning effort that would combine quantitative enrollment and finance analysis with extensive qualitative outreach, including community-wide surveys, focus groups and leadership interviews. According to the committee summary, DMG’s full engagement would be “all inclusive” and proposed a fee of $125,000.
STV presented a different scope, emphasizing physical building assessments, grant procurement assistance and independent cost estimation. The firm noted historical ties to Newtown projects, and the committee record shows STV proposed $25,000 for an initial advisory phase.
During a committee debrief, members described the firms’ philosophies as a “night and day” difference. Committee members said DMG’s strength was in preparing and selling a vision to a skeptical public through structured engagement, which the committee considered important given open-ended questions about middle school consolidation and grade reconfiguration. By contrast, STV was credited for technical execution and past work on projects that had a clearer directive.
Members also raised budgetary concerns about DMG’s $125,000 cost in the context of a previously failed referendum, noting that the district must weigh the potential benefits of a larger community-engagement effort against the funding climate.
