At its Oct. 8, 2024 meeting, the New London Board of Education Policy Committee discussed Policy 3171.1 (Non‑Lapsing Fund) but decided to table the policy pending legal clarification.
Committee Member Elaine Maynard-Adams said recent state-law changes could alter how non-lapsing funds are funded and withdrawn. She said she understood the new legislation may remove the requirement for City Council approval to withdraw money for educational purposes and questioned whether the 2% carryover allowance applies only to city-provided funds or to the district’s entire budget.
Mr. Funk, the district’s Chief Financial Officer, said the apparent interpretation of the legislation is that it grants the Board more authority over those funds but that he would seek a final understanding from the district’s attorneys. After Ms. Maynard-Adams withdrew her initial motion to adopt, the committee voted 3-0 to table Policy 3171.1 until the questions could be clarified by counsel.
The minutes indicate no final policy change was adopted and that the item will return for action only after legal advice is received.
