Sac City Council adopts tree-debris ordinance, approves hiring steps and appointments in unanimous votes

The Sac City Council met Jan. 9 in Sac City Municipal Building’s council chambers and, in a series of unanimous roll-call votes with one member absent, adopted a municipal ordinance targeting safety hazards from dead and diseased trees and approved several personnel, appointment and claims items.
Council member Tom Lownik moved to approve the consent agenda, which included minutes, financial reports, receipts and disbursements and an itemized vendor claims list totaling $185,025.62; Teresa Bruening seconded the motion and the council approved it on a 4–0 roll call (Murley absent). The detailed claims list included multiple entries from Clayton Energy (combined charges of $70,814.81 across reservation, commodity and Pefa lines) and a $28,624 payment to JEO Consulting Group for 2022 housing development work.
The council approved several personnel actions. By unanimous roll call, it adopted a job description for a Natural Gas Operator and Public Works Support Staff position and authorized internal advertising for the Natural Gas Operator role. The council also authorized advertising and hiring for a Laborer position; all three personnel motions were moved by Teresa Bruening and seconded by Larry Mahler and recorded as passing 4–0.
The council approved the appointment of Don Hoffard to the volunteer fire department by motion of Teresa Bruening, seconded by Larry Mahler, on a 4–0 vote. It also approved Resolution No. 2024-10 appointing the Sac City Arts Council (motion by Larry Mahler, second by Tom Lownik), again on a unanimous recorded vote among those present.
On ordinances, the council approved the third reading of Ordinance No. 2023-324, "An ordinance amending the municipal code of the City of Sac City, Iowa enacted to address safety issues created by the large amount of debris created by dead and dying diseased trees in the City," which the council recorded as adopted following the 4–0 roll-call vote. The council also approved the second reading of Ordinance No. 2024-325, amending water rates to allow bulk-use rates for certain customers outside the city limits; the transcript later records a motion described as waiving a third reading for “resolution no. 2024-325,” which appears to refer to the same ordinance. Both votes were recorded 4–0 with one member absent.
The council held a brief council forum after those items and adjourned at 5:46 p.m. (motion by Teresa Bruening, second by Larry Mahler).
