Sac City Council deadlocks on second reading of ordinance to ban leg-hold traps

The Sac City Council on Feb. 13, 2024 failed to advance the second reading of Ordinance 2024-326, a proposed ban on leg-hold traps within city limits. The motion for second reading, moved by Council member Bob Murley and seconded by Council member Tom Lownik, ended in a 2-2 tie and the ordinance did not pass.
Council member Kayla Shull moved to amend Ordinance 2024-326 to exclude section 1DA; that amendment was seconded by Mayor Pro-tem Teresa Bruening. The council split 2-2 on the amended text (Bruening and Shull voted aye; Murley and Lownik voted nay; Council member Mahler was recorded absent). A subsequent roll call on the original ordinance likewise resulted in a 2-2 split with the opposite alignment. Because neither motion achieved a majority of the council members present, the second reading failed.
Ordinance 2024-326 had been presented as an amendment to the city code to add a section prohibiting leg-hold traps within Sac City limits. The council did not adopt the ordinance on second reading and there was no further action recorded in the minutes directing staff to revise or reintroduce the measure.
