Board votes to put 38th Place and County Line culvert projects out to bid

The Hobart City Redevelopment Authority voted to issue bid documents for Phase 1 and 2 of the 38th Place/Fillmore stormwater improvements and to reissue the County Line culvert project documents so both procurements run concurrently.
Staff told the board that the DNR has approved permits for an outfall at Stacey Creek but one easement remains outstanding from a property owner; once received, staff will place the project for bidding. Engineers estimated combined Phase 1 and 2 costs at about $5.3 million including a 15% contingency; bond language and prior budgets were discussed to ensure the project fit the district’s spending thresholds.
A board member moved to advance Phase 1 and 2 to bid; members approved the motion by voice vote. The board separately approved reissuing the County Line culvert bid so the district can award both projects more quickly, with the pre-bid scheduled for April 30 and proposals to be opened in early May under the timeline staff presented.
Board members asked staff to coordinate mapping with INDOT and neighboring jurisdictions where infrastructure crosses jurisdictional lines. Staff said they will publish ads and run a mandatory/optional pre-bid as stipulated in the bid documents.
Next steps: staff will finalize easements, publish advertisements, run the pre-bid (April 30), open bids in May, and bring an award recommendation to the board at the May meeting.
