BPW General Manager Boatright presented four proposed non‑wage benefit changes for non‑union employees of the city and ZBPW at the July 29 Personnel Committee meeting.
Boatright outlined the items: (1) an additional sixth week of vacation after 29 years of service; (2) an increase of $250 for each longevity pay step beginning at 5–9 years of service; (3) one additional personal day awarded at five years of service rather than at 10 years; and (4) adoption of the General Services Administration (GSA) standard per diem rates for meals and incidental expenses for travel reimbursements. Gruppen asked whether the items had been reviewed by the BPW board; staff said the collective bargaining agreement language had been approved by the union and boards and that extending similar items to non‑union staff could be done through this committee.
Boatright said the items were consistent with past practice where non‑wage changes often follow union negotiations. Committee members had no major objections; staff noted the timing of the longevity pay would affect the December payroll because that check is cut on the first payroll of December.
No formal motion or vote was taken on these non‑union items at this meeting; staff indicated follow‑up coordination with the BPW board and implementation timing would be addressed as needed.
