Employee handbook (Item 2E): Council approved an update to the employee handbook, which staff said was prepared with employment-law counsel Liebert, Cassidy & Whitmore and reviewed by the union. Council asked staff to prepare a clean, "flattened" version for publication and an appendix or executive summary highlighting substantive changes so employees and the public can more easily see what changed between versions.
