Steve Mononttoya, president of CSEA Chapter 207, presented the union’s initial bargaining proposal at the June 25 board meeting, framing it as the chapter’s starting position for successor‑agreement negotiations.
Mononttoya said CSEA seeks changes across multiple articles of the collective bargaining agreement: improvements to wages, hours and working conditions (Article 4), revisions to transfer and promotion notice language (Article 6), updates to leave provisions (Article 7), strengthened procedural protections for layoffs and reemployment (Article 8), clarified grievance procedures (Article 11), language on summer employment opportunities (Article 13), updates to reopener dates (Article 20) and adjustments to salary placement (Appendix A) and insurance rate structures (Appendix D). He also asked to extend the memorandum of understanding for bus driver and utility worker training.
The presentation was delivered during the public hearing portion of the agenda and was recorded by trustees without an immediate response beyond acknowledgement. Board members thanked the speaker and wished members a good summer; district staff noted ongoing work with bargaining partners to finalize agreements.
The union described specific priorities but did not present exact dollar amounts or formal counterproposals at the meeting; district negotiators and CSEA will proceed through the formal bargaining process with follow‑up sessions.
