The City of Hobart Common Council on March 18 introduced a voluntary annexation petition for roughly 6.66 acres near the I‑65/37th Avenue corridor and agreed to send the matter to a public hearing in April.
Richard Anderson, the project representative, told the council the parcel would be brought into the city as M‑1 zoning and would allow outdoor storage associated with an addition to an existing facility. Anderson said the night’s presentation was an introduction of the ordinance and that, if the council wished, staff could set public hearings in April. Staff and a Baker Tilly fiscal plan updated a small discrepancy in the listed property size (the fiscal plan cited 6.668 acres) and said there was no material change to projected fiscal impacts.
At the same meeting, city staff presented the 2025 Tax Increment Financing (TIF) annual report required by the Department of Local Government Services; staff said both the redevelopment commission and the redevelopment authority had already reviewed and accepted the report. Council moved to accept the 2025 TIF annual report to allow the clerk/treasurer to file the report with the DLGS.
The council also reviewed compliance materials for two ongoing projects. Staff reported the compliance review for "Grand Trump Storage" showed the project remains generally consistent with its statement of benefits though a few plan‑commission items require follow‑up. Council accepted that compliance report. For a separate item tied to PlayStreetDefco LLC, staff described a recently amended development agreement to push back timelines after construction challenges; the council voted to accept the revised compliance item and the associated code/debt compliance paperwork.
What happens next: The annexation and development items were moved toward public hearings in April. Staff said it will publish required notices, confirm the hearing date, and follow up with the fiscal and plan‑commission clarifications noted in the meeting packet.
