Shelby council approves engineering study and developer plan for Purple Martin subdivision after residents raise road, nuisance concerns

The Shelby City Council approved preliminary engineering work and a three-house development proposal for the Purple Martin subdivision during its Jan. 16 meeting, following public comments that urged infrastructure repairs and raised neighborhood concerns.

Resident Jeremy Eckes asked the council to require road upgrades to Purple Martin before any apartment project advances, and resident Celeste Grudle told the council she was worried about nuisance houses on Davenport Street. Resident Brian Grote said he was disappointed with a recent Town Hall, saying the moderator seemed biased toward the project; Josh True said the meeting felt one-sided.

On a motion by Council Member Karen Schlueter, seconded by Pat Honeywell, the council approved an engineering fee estimate of $37,807 for preliminary design and analysis for the Purple Martin subdivision. Roll call was recorded as all ayes and the motion carried. Later in the meeting, on a motion by Pat Honeywell, seconded by Schlueter, the council approved a housing proposal presented by Angela Fritz to build three houses in the Purple Martin Housing Subdivision; roll call: all ayes.

Council discussion and the public forum indicate residents are seeking clearer commitments on infrastructure sequencing and neighborhood conditions before larger projects proceed. The council did not attach conditions in the minutes for completing road work prior to the apartment project; that matter may be considered by staff or future agenda items.

A budget workshop was set for Monday, Jan. 22, 2024, and the meeting adjourned at 9:05 p.m.
