Shelby City Council schedules budget and property hearings, approves outreach on Cardinal Lofts

The Shelby City Council met in regular session April 2, 2024, and by unanimous roll call approved the meeting agenda and a consent agenda that included minutes for March 5 and March 19, the treasurer’s report and bills.
Councilmember Pat Honeywell moved to approve the agenda, and Councilmember Todd Frank seconded; the motion passed on a unanimous vote. Councilmember Karen Schlueter moved, and Councilmember Honeywell seconded, approval of the consent agenda; that motion also passed unanimously.
The council set a public hearing on the proposed FY 2024–25 budget for April 16, 2024. Councilmember Pat Honeywell moved to schedule the hearing; Councilmember Jackie Hursey seconded, and the motion carried on a unanimous roll call.
Separately, the council scheduled a public hearing May 7, 2024, to consider selling a parcel of city property to Marne Elkhorn for $10,000. Councilmember Honeywell moved the hearing be set; Hursey seconded and the motion passed unanimously.
Councilmember Karen Schlueter moved, seconded by Councilmember Honeywell, that the city pursue contacting Shawn Foutch about use of the Cardinal Lofts, review the development agreement, and check dates on any tax abatement. The motion passed by unanimous vote.
Mayor Ron Kroll noted there were no conflicts of interest at the start of the meeting. The council adjourned at 8:30 p.m. The items scheduled for public hearing (the proposed budget and the property sale) will return to council for consideration after their respective hearings.
