Shelby council adopts FY2025 budget, approves downtown grant package and $135,976 street contract

The Shelby City Council on April 16 adopted its fiscal year 2025 budget and approved a series of economic and infrastructure actions during a meeting that ran from 7:00 p.m. to 8:30 p.m.
The council unanimously approved Resolution 4-2024, which adopts the city’s annual budget for the fiscal year July 1, 2024–June 30, 2025. The vote was recorded as “all ayes.” Mayor Ron Kroll closed the public hearing on the proposed budget at 7:05 p.m. before the council took the vote.
The council also approved an Economic Development Application from Chris Corrin of Western Iowa Wireless to open an office at 200 East St. (the former Scoular office) to support internet expansion. The approved package includes a small-business startup program that provides up to $10,000 in matching funds and a downtown Improvement & Rehab forgivable loan for approved costs not to exceed $75,000. The motion to approve the application passed on a roll call of all ayes.
Public works business included formal approval of a bid from Midwest Coatings for street work in the amount of $135,976. That motion passed unanimously.
Council members also discussed code enforcement, focusing on nuisance and parking violations. Members said they are developing a program intended to address nuisances and to assist residents in complying with city code; no formal ordinance or motion was recorded on the item at the meeting.
On personnel matters, the council reviewed an open emergency medical technician (EMT) position and directed staff to prepare a job description, consult with the county about options, and advertise the opening. The council took no action on a seasonal mowing position while awaiting additional applications.
On routine business the council approved the April 16 claims list by unanimous roll call. The meeting adjourned at 8:30 p.m.
