Hobart Redevelopment Authority affirms fill-permit appeal, approves tree removal and bond change

The Hobart City Redevelopment Authority on Tuesday affirmed the planning commission's decision to grant a fill permit under petition number 2601 and approved several routine land-use and administrative items, including a tree removal at 7798 Tanager Street, a building-permit refund and a change to a developer's bond.
The Chair said the Authority had "considered all of the evidence presented both in writing and on the record" and moved "to affirm the decision of the plan commission granting the fill permit under petition number 2601," citing Hoover Municipal Road Section 15904, which the Chair described as relating to fill permits. After the motion, there was no discussion and the measure passed on a voice vote recorded as "Aye." The Chair said the Authority's decision would be communicated in writing to each appellant.
The Chair read a list of appellants who had filed appeals related to planning and permitting; the names were placed on the record and the Authority indicated it would notify each party in writing about the decision. A Staff member explained the Authority's options on appeals: to affirm, modify or reverse the planning commission decision.
On a separate agenda item, a resident requested removal of a young locust tree in an easement at 7798 Tanager Street, saying an arborist advised removal and that the property owners planned to remove it and replant. The resident said, "They're gonna take it down on their dime." The Authority approved the tree removal with costs to the property owners.
The Authority also approved a refund of building permit number 2657 (Windham Nation); the Chair moved and the body approved the refund by voice vote. For Lumen's Logistics, the Authority agreed to release a performance bond once a maintenance bond is in place, after review by staff and counsel.
Staff updated the Authority on an unsafe-building matter at 300 West Old Bridge Road, reporting that the property owner (Mr. Cox) had submitted paperwork to the planning commission for a one-lot subdivision and intends to demolish the structure upon approval; the Authority set the unsafe-building matter over to April 15 for further review.
The meeting concluded after announcements and the Chair moved to adjourn.
