Commission reviews rising courthouse costs and preservation needs for Hughes Academy and Cameron Ice House

Commission staff briefed members on several preservation projects and related budget implications.
Peter Sandbeck told commissioners the updated Phase I cost estimate for the Historic Courthouse includes additional items requested by Courts staff and increased the estimate by about 20% over earlier figures. Sandbeck said there is funding in the FY 2026/27 budget to complete architectural and engineering plans and specifications; construction funding is proposed in the FY 2027/28 capital improvement program and remains subject to final approval by the Board of County Commissioners in June.
On local preservation maintenance, staff reported that carpenter Jeff Bergman has finished essential repairs to the back door and siding at Hughes Academy, which prepares the building for painting. At the Cameron Ice House, staff said the pressure-treated wood shingle roof installed in 2002 is now about 25 years old and should be replaced within the next one to two years; initial estimates for historically appropriate, pressure-treated shingles are over $25,000.
Staff also updated the commission on a publication project: remaining funds in the Natural and Cultural Resources budget will permit contracting with BW&A Books for copyediting and art production for a forthcoming book, with an estimated 620 images now expected to rise toward 680; staff will prepare contractual documents for the County Manager before the end of the budget year.
Commissioners discussed budget timing and the need to coordinate with Courts staff and the BOCC as the project moves from planning to construction funding.
