Votes at a glance: Dodge County Board reorganizes and approves contracts, claims and appointments

At its Jan. 7 reorganizational meeting the Dodge County Board unanimously elected Bob Missel chair and Lon Strand vice-chair, approved wage and financial claims totaling $516,775. (combined), authorized multiple contracts and work orders with Speece Lewis, adopted a revised salary resolution for elected officials, appointed Scott Huppert as Highway Superintendent and approved a NIRMA settlement and designated county newspapers.
The Dodge County Board of Supervisors took a series of routine organizational and administrative actions at its Jan. 7 reorganizational meeting in Fremont.
Leadership and administrative approvals: The Board unanimously elected Supervisor Bob Missel as Chairman for 2026 and Supervisor Lon Strand as Vice-Chairman; it unanimously appointed County Clerk Micki Gilfry and her office as keeper of the agenda for 2026 and unanimously approved the printed meeting agenda. The Board approved the Dec. 23, 2025 minutes with Supervisors Beam and Giesselmann abstaining because they were not present at that meeting.
Claims and finances: The Board unanimously approved wage and hour claims in the amount of $325,720.47 and unanimously approved financial claims in the amount of $191,055.55.
Contracts and agreements: The Board unanimously approved a Master Professional Services Agreement dated Jan. 2, 2026 with Speece Lewis a Bowman Company and authorized Chairman Missel’s signature. The Board also approved Work Order No. 011 under that Master Agreement covering services and fees for Jan. 1–Dec. 31, 2026.
Salaries and appointments: The Board unanimously amended the resolution setting elected officials’ salaries for the four-year term beginning Jan. 2027, increasing the County Attorney’s salary from $130,000 to $140,000 and the Sheriff’s salary from $95,000 to $100,000, following Finance Committee and NACO recommendations. The Board unanimously appointed Scott Huppert as the 2026 Dodge County Highway Superintendent (Class A License S-1402).
Other actions: The Board received the 2025 Noxious Weed Control Plan and authorized signatures for Chairman Missel and Weed Superintendent Larry Klahn; accepted a NIRMA settlement agreement for Sept. 22, 2025 hail damage to the courthouse and vehicles; adopted the list of designated official county newspapers for 2026; and, while convened as the Board of Equalization, accepted County Treasurer Winterstein’s recommendation and granted motor vehicle tax exemptions (Form 457) to Midland University for various vehicles for 2026.
Closed session: The Board briefly went into closed session at 10:04 A.M. to discuss general assistance claims and returned to open session at 10:16 A.M.; no action was taken as a result of the closed session.
The Board adjourned at 10:17 A.M. and will meet again on Jan. 21, 2026.
