Dodge County Board approves VetraSpec MOU, county attorney lease and $139,100 payment for Morningside Road

The Dodge County Board of Supervisors unanimously authorized three contract and payment actions during its Nov. 12, 2025 meeting in Fremont. The Board approved a Memorandum of Understanding with the Nebraska Department of Veterans' Affairs to permit the Dodge County Veterans Service Office to use the VetraSpec web-based database, approved a lease for county attorney office space, and approved a 30% project payment for Morningside Road improvements.
Veterans Service Officer Mark Schneck, who joined the meeting while students attended County Government Day, recommended the VetraSpec agreement, saying the software "has a high security profile," is established and widely used. Chairman Missel was authorized unanimously to sign the MOU on the county's behalf.
The Board also authorized a Lease Agreement with Rupert Dunklau Foundation, Inc. for office space at 33 West 4th Street, Suite 5A, Fremont, to house the Dodge County Attorney Office, including Juvenile Diversion Services, and authorized the chairman's signature on that lease.
Separately, the Board approved payment of $139,100 to Burns & McDonnell representing 30% completion on Project 185002 (Morningside Road improvements). The payment will be made by the Fremont Municipal Inland Port Authority under an existing interlocal agreement with the City of Fremont; the County will notify Fremont of the Board's approval.

The Board adjourned the supervisors' meeting and later convened as the Board of Equalization, which received several Nebraska Tax Equalization and Review Commission (TERC) decisions for referral to the county attorney.
