City Administrator/Utility Director Ivone Smith said recent rain and issues with wastewater substations delayed progress and that she intends to contact Zoller of Perryville, which recently completed a splash pad in Jackson, to perform the work. "With the help of a contractor, the Splash Pad should be completed by August," Smith said.
Council Member Coleman moved to waive competitive bidding and approve a contract not to exceed $25,000; Council Member Beckett seconded. After discussion about budget limits, the motion passed on a poll vote of 6–2, with Council Members Dierks and Grant voting no.
Council members supporting the motion emphasized the desire to finish the project before concrete work begins; dissenting members expressed concern about bypassing the usual procurement process and potential budget overrun. Staff will procure the contractor and report back to council if costs approach the authorized cap.
