Malden council awards $459,535 paving contract, approves court and Weaver Road work

City Administrator/Utility Director Ivone Smith told the council the city received bids from Delta APEX Paving Company and Black Diamond Paving for repaving sections of Ollie, Marion, East Park, Line and Cleveland streets, Frisco Park parking along Cleveland Street, Broadwater, West Park and D Street. Smith said DED Director/Airport Manager Blalock had discussed D Street with Aycorp and that Aycorp indicated it was willing to cover part of that paving cost.
Council Member Beckett moved and Council Member Jenkins seconded a motion to accept Delta APEX's primary bid for the listed street work in the amount of $459,535. The motion passed on a poll vote, five yes, zero no, with three council members absent. The council then approved a separate Park Board-funded project to pave the Martin Luther King Jr. basketball court; Council Member Jenkins moved to accept Delta APEX's $19,180 bid for that work, and the motion passed 4 yes, 1 no. Council Member Beckett asked why Black Diamond's bid was substantially lower; Smith said she would contact the company to request an explanation.
Smith also reported that DED Director Blalock had told her Weaver Popcorn agreed to fund paving of Weaver Road in full. Mayor Kooyman told the council Weaver Popcorn has approached the city about a possible $1.4 million facility expansion and is requesting a 10-year extension of its lease; the mayor said the council still needed to approve the bid to move forward with the paving. Council Member Jenkins moved and Council Member Jones seconded acceptance of Delta APEX's Weaver Street bid of $57,803.75; the motion passed 5 yes, 0 no.
Council members did not provide detailed technical comparisons between the bidders during the session beyond asking for a follow-up on the lower Black Diamond estimate. The council did not take final action during the meeting on any lease-extension request from Weaver Popcorn; the mayor described Weaver's inquiry as background for the Weaver Road paving item.
The council's approvals allow the city to schedule the listed paving projects subject to contract finalization and any third-party funding arrangements noted by staff.
