Malden council adopts ordinance allowing fee for missed occupancy inspections

The Malden City Council on June 16 approved Ordinance No. 3302, amending Section 500.110 of the Malden City Code to permit the Board of Public Works to charge customers a fee if they fail to be present for a scheduled occupancy inspection or do not notify the office at least 30 minutes beforehand.
City Administrator and Utility Director Ivone Smith told the council that the change responds to a recent uptick in missed appointments. "Customers schedule an appointment at their convenience and are told to be present at the time of inspection. However, no one is present at the property and there has been no contact to reschedule," Smith said, describing the operational burden on staff and inspectors.
Council Member Jenkins asked how customers would be notified of the new requirement; Smith replied they will be informed at the time the appointment is made. The council approved the ordinance on a poll vote of 8–0 during the meeting.
Supporters said the fee is intended to reduce missed inspections and improve scheduling reliability; opponents did not register on the record during the meeting. The ordinance will amend local code language related to occupancy permits and delegate authority over the fee to the Board of Public Works.
The council is scheduled to continue regular business at its next meeting on July 21, 2025.
