School Committee accepts donation, backs change to S.2581 and approves labor and pay agreements

The Malden School Committee voted on multiple personnel, policy and funding items at its Sept. 8 regular session.
Ms. Spadafora moved and Mr. McCarthy seconded acceptance of a $6,000 donation from Winn Development Company to support Malden High School Class of 2025 prom expenses; the committee approved the donation by roll call vote.
The committee then referred a Competency Determination Policy to the Policy and Procedure Subcommittee after a motion by Ms. Rose-Zeiberg, seconded by Ms. Hortie; the roll call vote passed with Ms. Macklin recorded as absent.
On legislation, Ms. Spadafora introduced and moved adoption of a resolution in support of Senate Bill S.2581 but urging amendment to preserve local authority over cell-phone rules. She read the resolution text: "THEREFORE BE IT RESOLVED: that the Malden School Committee supports S.2561, An Act to Promote Student Learning and Mental Health. The Committee recognizes that cell phone usage during school hours is a valid concern. However, we believe local school committees and boards should retain the authority to decide how best to address this issue within their own communities. Therefore, the Committee urges the Massachusetts Legislature to amend Bill S.2581, as a one-size-fits-all policy is not an appropriate solution." The motion to adopt the resolution was seconded by Mr. Gray and passed by roll call; two members were absent for that vote.
Ms. Spadafora moved to enter executive session at 7:23 p.m.; the motion passed and the committee reconvened in regular session at 8:07 p.m. After reconvening, she moved and Mr. McCarthy seconded approval of the Memorandum of Agreement between the Malden School Committee and SEIU Local 888 Custodians and authorized the chair to sign; the MOA was approved by roll call. The committee also approved a 3% increase for all listed non-union personnel on a motion by Ms. Spadafora seconded by Mr. McCarthy.
The meeting adjourned at 8:09 p.m. on a motion by Mr. Gray, seconded by Mr. Bernard.
