District announces targeted freeze on discretionary FY26 spending as year ends

The Sandwich School Committee heard a year-end financial update in which district finance staff announced a targeted freeze on nonessential spending for fiscal year 2026 while preserving contractual obligations and facilities expenditures.

Michelle Austin, who presented the May report, said the district’s available balance was lower than anticipated and that the finance office is initiating an end-of-year process to liquidate unnecessary purchase orders and reallocate encumbrances. She said the freeze does not apply to contractual commitments or ongoing facilities work so those projects can continue.

"When I finished this report and saw how low we are in the black, we decided to freeze the budget," Austin told the committee, noting the freeze is selective and intended to protect essential services and maintenance.

Austin also said the budget will reflect a pending circuit-breaker payment that will be applied against the year-end numbers and that the district is watching pending federal energy legislation as a variable for future projections.

What this means: Routine contractual payments and critical facilities upkeep will proceed, while nonessential discretionary purchases are on hold until the end-of-year accounting is complete. Administrators said the liquidation of stale or unused encumbrances should recover some funds before final closeout.

Next steps: Staff will complete end-of-year encumbrance reviews and report final balances when the fiscal year closes; the committee did not take any immediate policy votes beyond accepting the update.
